There's probably a setting on cygwin somewhere.

It's just argv[0]... it's not really a reliable string to be trying to 
compare against on any platform and I'm surprised eclipse does so.

If you can't find a way to do it on cygwin try forcing it through 
cmd.exe (which does it correctly) as cmd.exe /c cvs
