Yep, the TopLevelAdmin option in CVSROOT/config controls this. It's
pretty much one of the first things I set whenever I create a new
repository.

You could also get the repository root metadata into the current folder
using the following command (regardless of the TopLevelAdmin option):

cvs co -l .
