That's only around 7000 tags a year.. not really that much.  Graphing 
tools should be able to filter out empty branches anyway.

Or use bugids and forget about the tags.

I do this all the time (especially with the 2.6.x merging process I'm 
doing at the moment) and have no problems.

Can you describe exactly what you're doing?
