Google and FAQs are your friends :)  Google for "cvsnt ssh cygwin" (without
the quotes); that or similar should help you some.

I don't use neither SSH authentication nor Cygwin, so I can't help you much
with your problem. But you may want to check this out

In any case, I can answer this question... WinCvs is a GUI frontend for a
command line cvsnt client. It's the cvsnt client that does all
communication with the cvs(nt) server. That's why the full WinCvs install
installs a cvsnt client.

This is also explained on the WinCvs download page (from where you
supposedly got the WinCvs installer... :)
