In the sandbox you're having trouble with, do this:

   cvs ver

The output will tell you the client and server version that you're 
using.  I'm guessing you have the older CVS installed on your server -- 
if that is the case then uninstall that older version, make sure the 
CVSNT version is installed properly, and try again.
