You didn't specify anything to update.  Try '.' for the root ACL.

That will allow only the user 'cvs' the ability to write to the 
repository root.  Normally you'd use the admin group and only let 
administrators do something like that.  All CVS administrators are 
automatically in the group 'admin' so you can use '-u admin' to allow that.
