[cvsnt] Strict file locking

Is there a way to do strict file locking in cvsnt?  According to the Admin manual, you can add wildcards to the cvswrappers file (like *.java) and add "watching" to files via cvs watch on and cvs watch add. However, this only gives warnings, and the user can still edit and commit a file. Does anyone know of any tricks to lock down files completely, preventing any changes to a file while checked out or marked as being edited?
