Anything starting CVS: is stripped out of the final comment, so it doesn't 
really matter where the message goes.

It's always worked like that.. TBH it's one of those things that I need to 
look at (IMO it should pull the latest template from the server prior to the 
edit rather than store it on the client - possibly with a special option for 
frontends so they can retrieve it.  That would allow dynamic templates 
including bugid, date, etc.).
