You need: HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Control Panel\Cpls\CVSNT set to path of simcpl.cpl (also for NT4 support put the same in the MMCPL section of control.ini) also HKLM\Software\CVS\PServer\InstallPath set to installation directory.
