I don't think you are wrong, it is simply so that modules2 does not
always work as expected. I also tried to use it but gave up after Tony
said he would get back to it later when other stuff was fixed for main
releases. For simple use it works fine, but as soon as you start doing
stuff like declaring deeper than one level submodules or even putting
files into the root it starts acting up.
Stay away until there is an announcement that it has been catered for.
