CVS does not timestamp tags at all. This applies to CVSNT and GNU CVS as
well.

But if you are running a recent version of CVSNT and if you have enabled
and configured 
the Auditing function then you will have a possibility to look in the
audit database for
the wanted information.

I have created a webpage for CVSNT auditing a while back, it is probably
outdated as
concerns the actual database structure, but the general principles still
apply.
