1. cvs log filename  (you need to know the name of the file)
The display will show all revisions of the file including the last one
which is marked as "dead"

2. From the display find the latest revision of the file before the
"dead" revision, say it is 1.6

3. cvs update -jHEAD -j1.6 filename

4. cvs commit -m"rea-adding file" filename=20

Ok, but, what if I don't use WinCVS
if I use, TortoiseCVS or some other tool or maybe
what if I use just CVS command line

Is there solution for this
