You have:

but it should be:
Repository 0 Path: c:/dii
Repository 0 Name: /dii

Notice that the drive letter should never be part of the repository
name!

The CVSROOT becomes:

 :pserver:user at cvsserver:/dii
(you did not give any specifics apart from the repository so you have to
plug in yor own data here)

or much simpler:

 :sspi:cvsserver:/dii
(with sspi you use the client's Windows credentials and you do not need
a cvs login)
