[cvsnt] Changing Commit Dialog

I thought that this is the process....

 

CVS reads the rcsinfo file to see if a template is in there. If it is
then that template is used for the CVS Commit Dialog. Then when you hit
commit, I thought it goes to the verifymsg file, which has the path to
your verify script in it. If this fails, I thought the commit failed and
it went no further. The email script path that we have is present in the
commitinfo file in the CVSROOT. So when does this commitinfo actually
get called?
