Try reinstalling -- it 'just works' here.

[gstarret at stanley ~]$ cvs -d :pserver:stanley:/test info
Available protocols:

local (internal)
sserver sserver 2.5.03 (Scorpio) Build 2382
sspi sspi 2.5.03 (Scorpio) Build 2382
server server 2.5.03 (Scorpio) Build 2382
ext ext 2.5.03 (Scorpio) Build 2382
pserver pserver 2.5.03 (Scorpio) Build 2382

That's after I removed the certification info from /etc/cvsnt/PServer.

Make sure you didn't disable it in the Plugins file (0 is disabled).
