[cvsnt] Edit in offline mode

On occasion, I simply mark the file in my sandbox read-write, work on it
and commit it when I'm back online. But you of course need to know what
you're doing: at the least, you must have commit rights and it may not be a
non-mergeable file that may be concurrently edited by other people.
