[cvsnt] User xxx cannot read CVSROOT

Hello World,

We are in the process of migrating our CVSNT infrastructure from our old 
to a new server.
I have created the directories for the repositories, added them in the 
"Repository configuration" tab in the control panel and answered "Yes" 
when asked if it should be initialized. The CVSROOT directory gets 
created. The permissions are the same as on the old server (we used 
permcopy). The server version is 2.5.03, build 2382

Now I try to checkout the CVSROOT directory:

J:\Test>cvs version
Concurrent Versions System (CVSNT) 2.5.04 (Zen) Build 2471 (client/server)

J:\Test>cvs -d:sspi:srv-cvs:/MasterCm4 -q checkout CVSROOT
cvs server: User ATs cannot read CVSROOT

We have checked:
* The settings in the control panel are the same on both servers
* The permissions on the file system are the same on both machines

Old Server: Windows Server 2000
New Server: Windows Server 2003 Standard Edition, SP 2

What's wrong? Any ideas?
