[cvsnt] User xxx cannot read CVSROOT

User ATs isn't an administrator, and therefore can't read the repository 
configuration.

At initialisation only two groups of people can read CVSROOT:

1. The user that created the repository (the owner)
2. A system administrator.

Either of those can add other users to the ACL but be sparing - checking 
out CVSROOT is an information leak.
