Premodule isn't a lot of use on its own - it's called during the 
processing of the modules file, so it'll be called for 'r' commands and 
checkout but not for any others.  Module names are labels that refer to 
real directories, but they may not - alias modules can mean multiple 
directories for example.

You could bypass such a check simply by creating CVS/Root and 
CVS/Repository files and running update -d.
