When using a Windows domain, I'd use this configuration:

1) Create a user "CCBuilder" (or whatever you like)
2) Assign proper permission to this user on CVS folders
3) Make the CC application or service run under this account
4) Use sspi instead of pserver to avoid storing password anywhere
