Has something changed since you last discussed this issue in April where

Randomly changing the file types like that (which requires user 
intervention and cannot be done accidentally) sounds like someone is 
doing something odd to your repository and that'll be the issue.   You 
can find out who made the change using cvs log.  Hitting them with a 
cluestick should be enough to solve your problem in future.

You have not anywhere mentioned which clients you are using - this is 
important information as it is the client that handles line endings, not 
the server.
