[cvsnt] Random problem with .rc files

In some of the branches every time you make a change in a .rc file, the new file is created with empty lines after every line! 

And the next check-in adds new empty lines there again! .The problem is coming only in case of .rc files and only in case of a branch. The version of CVSNT server is 2.5.03 and the OS for server in SUSE linux 10.
