Try this on the command line -does it work?:
RunLegacyCPLElevated.exe shell32.dll,Control_RunDLL "c:\program files (x32)\cvsnt\_cvsnt.cpl"

You need to use the correct path to _cvsnt.cpl obviously...

I've tested the control panel on Vista x64 as well as on the 'command line only' Windows 2008 x32.
