[cvsnt] CVSNT and french accent ?

Version?  Operating System?  It's always better to use one of the March Hare supplied binary installers since we then know more about the dependencies (eg: iconv).

CVSNT never alters the contents of a file, it's your editor or another tool which has done this.  

How was this file added?  What command? What operating system? What client version?  

What is the result of:
  cvs -d :sspi:server:/repo ver
  cvs -d :sspi:server:/repo rlog path/to/file
