[cvsnt] Is it possible to completely lock down HEAD, but leave a BRANCH open for READ ONLY access?

Please contact the mailing list not me directly.

I did not and do not recommend using 'AclMode=compat'.  I recommended
using AclMode=normal and adding the read access to the branch.
