[cvsnt] CVSNT Control Panel not working

It does not for this one single installation. In all of mine and a
number of othrs there are no reports of failures.
This poster also says that starting simcpl.cpl does no good, no change
and no panel.

Not my experience....Seems to work fine through cvsnt.cpl.

So what is needed?
1) put simcpl.cpl into the registry
2) create shortcut to simcpl.cpl instead ov cvsnt.cpl
???
