[cvsnt] Should commits on edit -c files notifying editor?

I'm not positive on this, but check for case sensitivity problems: change
the case in your notifications scripts to match the actual case cvsnt sees,
check the log if you aren't sure.

I know that case sensitivity varies in cvsnt.
