[cvsnt] Disable commits to a branch

Hi,
  I am trying to close out a branch from people making further changes. I
was trying to follow the instructions in
http://www.cvsnt.org/pipermail/cvsnt/2002-September/003548.html

When I tried
cvs chacl -R -r myBranch myname:rwc
I get the message
cvs server: 'myname' does not own 'dirname'

I'm getting this for every directory in the repository,

How can I set up the ownership properties?
