After checking in, right-click the folder and choose "CVS > Tag".

There's a lot of documentation on CVS availble--go to CVSHome.org and 
look at their Documentation link for several good sources.

There's also a TortoiseCVS support list that's more focused on 
Tortoise--this list is for the CVSNT client & server (Tortoise uses the 
CVSNT client).
