You have to be an administrator (or at least a power user) to install 
anything to c:\program files.

It sounds like you have the "simple" (aka lame) networking enabled.  I 
can't remember offhand how to disable it but it should be easy to find 
if you search.  The simple networking causes all users who connect to 
your machine (e.g. CVS user in your case) to come in as a guest no 
matter what username / password they entered.
